PPh 21 TER Withholding Tax Under PP 58/2023: Formulas, Monthly Brackets & Payroll Reconciliation
A practical guide to implementing Indonesia's Effective Average Tax Rate (TER) mechanism for monthly employee payroll, bonus adjustments, and December year-end reconciliations.
Starting in 2024 and cemented under Government Regulation (PP) No. 58/2023 and Finance Minister Regulation (PMK) No. 168/2023, Indonesia completely restructured how personal income tax (PPh Pasal 21) is withheld from monthly employee compensation.
The historical method—which required payroll clerks to annualize monthly income, subtract occupational allowances (Biaya Jabatan) and non-taxable income (PTKP), calculate progressive Article 17 brackets, and divide by 12 every single month—has been abolished for months January through November.
In its place stands the Tarif Efektif Rata-Rata (TER) mechanism: a simplified monthly lookup table based on gross earnings, coupled with a mandatory reconciliation in December.

1. The Three Monthly TER Categories (A, B, C)
The applicable monthly TER bracket depends strictly on the employee's non-taxable income status (Penghasilan Tidak Kena Pajak / PTKP) at the beginning of the tax year:
Category A - **Applicable to:** Single with no dependents (TK/0), Single with 1 dependent (TK/1), or Married with no dependents (K/0). - **Brackets:** 44 distinct monthly salary tiers. Gross monthly income up to Rp 5,400,000 incurs **0%** withholding. Above Rp 5.4M, rates start at 0.25% and scale up to 34% for monthly earnings over Rp 1.4 Billion.
Category B - **Applicable to:** TK/2, TK/3, K/1, K/2. - **Brackets:** 40 tiers. Zero-tax threshold extends up to Rp 6,200,000 per month (0%).
Category C - **Applicable to:** Married with 3 dependents (K/3). - **Brackets:** 41 tiers. Zero-tax threshold extends up to Rp 6,600,000 per month (0%).

2. Monthly Calculation Formula (January – November)
During months 1 through 11, withholding calculation requires only one simple multiplication:
$$\text{Monthly PPh 21 Withholding} = \text{Gross Monthly Earnings} \times \text{TER Rate (\%)}$$
Worked Example: - Employee: Senior Developer, status K/1 (Category B). - Gross Salary in March: Rp 18,500,000. - Lookup in Category B Table: Monthly gross between Rp 17,750,000 and Rp 19,500,000 carries a TER rate of **7%**. - Monthly Withholding: $\text{Rp } 18,500,000 \times 7\% = \mathbf{\text{Rp } 1,295,000}$.

3. The December Month-Close Reconciliation
The monthly TER rate is an *administrative withholding estimate*. It does not replace the permanent annual progressive rates under Article 17 paragraph (1) letter a of the Income Tax Law.
In December (the final tax period of the year), the employer must perform an annual true-up: 1. Sum all gross compensation earned from January to December (including base salary, allowances, bonuses, THR, and employer-paid BPJS contributions). 2. Deduct allowable annual deductions: Biaya Jabatan (5% of gross, max Rp 6,000,000/year), employee BPJS Ketenagakerjaan contributions (JHT 2%, JP 1%), and the employee's annual PTKP. 3. Compute the Actual Annual PPh 21 using progressive Article 17 brackets (5% up to Rp 60M, 15% from Rp 60M to Rp 250M, 25% from Rp 250M to Rp 500M, 30% from Rp 500M to Rp 5B, 35% above Rp 5B). 4. Deduct the total PPh 21 already withheld during January through November. 5. The difference is the December withholding amount (or refund if over-withheld).
$$\text{PPh 21 December} = \text{Total Annual Article 17 Tax} - \sum_{m=1}^{11} \text{PPh 21 Paid (TER)}$$
